It's a term that means a mistake in Rowling's universe. It was taken from the character Marcus Flint in the first book, a member of the Slytherin Quidditch team who was said to be a seventh year, but then appeared in subsequent books as a student, too. When Rowling was asked about the discrepancy, she said that Marcus Flint was so stupid that he had to repeat his 7th year.
