Ooh, no, not jowly at all -- the longer-in-the-front bob is a great cut! My hair was like that for about 6 months this past year while I waited for the back to grow out so that it was all the same length. It'll give you a nice fullness around your face that I suspect will make the most of the killer cheekbones.
Brava on donating to Locks of Love, too, that's really great. The only time I've cut off more than 10 inches of hair I didn't know about them and I've always wished I that I had.
