I know how to add an RSS feed that has already been created, but not how to create one. Apparently the Powells Review-a-Day site will send out their reviews once a day by e-mail, but I'd love to read it as a sydicated feed. I don't know how to create RSS feeds, and don't even know if it is it possible in this case to do so. Is it?

That only works if the site you want to add provides an RSS feed. That doesn't appear to be the case, here, as I've done some brief poking on the site and don't see any RSS or XML anywhere. But that was just after a few minutes of looking.

Peg, probably the easiest thing to do would be to contact that site and see if they provide a feed. LiveJournal can handle most type of feeds (RSS 1.0, 2.0, and Atom), so as long as it validates, it should work. If the site is using any of the popular blogging softwares such as Movable Type, then there should be a feed available. Otherwise, you'd have to make one from scratch. That, I'm afraid, I can't help with, as I don't know XML at all.
