My theory is the cat was sitting on the phone to get a better look at him and hit the speed dial button accidentally.

Sort of like how, in an old house, the answering machine message got changed to several minutes of rustling paper and occasional meows of the cat wondering around on the desk after stepping on the record message button.

I dunno, that would be totally ridiculous if the guy hadn't already tried to train him to dial 911. That makes it suspicious at least. Or else the stuff of GREAT urban legends.
