Today, I opened a Federal Express package and took out another envelope--marked for certified mail. With postage paid.

So they paid for certified mail and then sent it Federal Express. Go figure.

There at least _used_ to exist a Postal Rule that any "first class" type mail (letter or such) enclosed inside a parcel-post package had to have the proper stamp attached. Maybe your correspondent harkens back to those thrilling days of yesteryear.

I have done it the other way around, more than once. Sometimes I have something with a return envelope, and the postage is paid to return it via Fed Ex or UPS or one of them. And I can't get it to a place where the relevent service can pick it up. Not before the service gap (if they don't get it before 2pm Saturday, it doesn't arrive before Tuesday morning.) So I end up taking it to the post office and paying postage again. Sometimes I have delivered things myself, where the destination was transit-accessible and the Fed Ex office was not.

In an office environment, it's probably cheaper to let the mistake be than correct it.
